It's most likely privately funded and not part of a city budget. About bringing in local people, it depends on which contractor they get and which companies will build the project. On top of that they won't just get people posting up on the corners around the way to work, they will get skilled union laborers that are hard working and trained people. And about the funds doing better in playgrounds and rec centers....no offense, but that shit will just get torn up and inhabited by dealers and fiends. Nobody takes care of shit in the city.
