SAN DIEGO -- The city of San Diego is declaring war on gangs, unveiling a new battle plan to keep beaches and parks safe this summer.

The city will have zero tolerance for gangs and their illegal or threatening activities.

The crackdown includes beefed-up patrols and a court order that draws a line in the sand.

San Diego’s world-class beaches attract millions of visitors every summer, including gangs with their threat of violence.


It is a major concern for many beach goers.

“Surely for families that have children, it is a worry and you want to be able to enjoy yourself,” said tourist Larry Panaro.

Business owner Joe Gaglione said, “If they are bringing violence to the beach, it has to be squashed or eliminated.”

The city intends to do just that.

“We want to send a message loud and clear to gangs that there will be zero tolerance for their unlawful activities,” said San Diego Mayor Jerry Sanders.

During a news conference at 30th Street and Imperial Avenue -- called "ground zero" for gang activities -- the mayor said police would be very busy in the beach areas.

The San Diego Police Department will be proactively making probation and parole sweeps, and making increased patrols around the beach areas.

In Ocean Beach, the number of walking patrol teams will be increased on boardwalks to enforce alcohol regulations and officers will conduct bar checks to reduce incidents of violent crime, according to Sanders.

San Diego City Attorney Mike Aguirre also announced a court injunction barring members of the notorious West Coast Crips gang from some inner city parks and neighborhoods, where they have been known to congregate and cause trouble.

“What this basically means is if they show up in gang uniforms in restricted areas, police will arrest them immediately,” said Aguirre.

The bottom line is whether in the restricted areas or along the beaches, the message is clear.

“We will not tolerate gang members intimidating members of this community,” said City Councilman Tony Young.

The mayor also announced plans to create San Diego's first ever commision on gang prevention, that starting by September.

The short-term goal of these plans unveiled Wednesday: to reduce gang violence and ultimately eliminate gangs in San Diego.

If they plan on cracking down AT THE BEACHES, then why they gotta do a press conference in the coast? They're not gonna actually do anything to clean up the coast (because they can't and don't care to), but they're gonna put on a little show over there? This is only about keeping people who look a certain way off of the beaches. Last time I checked, racial profiling was illegal. Keep your wits about you when you go to the beach. Take your camcorders, the whole nine. You mean to tell me if I show up in an alligator shirt, plaid shorts, and flip flops that I'm not going to get hassled, but if I sport a dickie outfit I'm gonna get hemmed?

Whatever, I don't mind keeping the beaches and parks safe, because they really should be, their both meant for fun and family gatherings. But as far as stereotyping us and kicking us out of the beaches/parks because we look gangster, that ain't right. Who saids the homies can't gather 10 or 15 deep and play a little soccer, football or volleyball in the sand? Racist fucks. Minorities deserve the right to use the beaches and parks as well, regardless of how we look.

im sure anyone that knows about san diegos little 'gang detail' bullshit knows how fucked up san diego is as far as racial profiling goes. I dont know if im still on that shit, but im the farthest from a gangster, never dressed like one, all my friends and nieghbors banged but i was the one who did his own thing, yet i still got thrown into the system.. which if im not mistaken gives police lawful search/the window to arrest you for bullshit that the common man dosent get arrested for, like sitting somewhere and enjoying the sun.

niggas used to damn near have to hide themselves as kids waiting for the 11 on deep dell.

my dream was if i ever got rich, to somehow fix south east san diego specifically the area i grew up in...i see shit like this and i realize that i cant wait till im rich, i gotta start now. i wish i was part of some community action team so i could speak out on this shit.

On may 11th, 2005, The United States House of Representitives Passed H.R. 1279, a "gang" deterence bill that is sure to have a negative impact on defendants alleged of gang activities (leaving the house) and drug trafficking crimes.

There are three major problems with the passing of this bill, and the first is that it federalizes state crimes. Second, it has mandatory minimums that are substantially increased from those already set by current law. and third, it will cost taxpayers an estimated 7 billion dollars over the next ten years.

It is apparent that this bill is destined to crack down on so called "street gangs" and it contains many new and increased sentences for gang offenses that are generally handled by state courts.

Basically, the bill broadens and amends the definition of a "street gang" by lowering the number of people involved in a crime from 5 to 3 and is defined as a formal or informal group or association of 3 or more individuals, who commit 2 or more 'gang crimes' in two or more criminal episodes. Simply put, if you are running any criminal enterprise or drug trafficking ring (selling weed with your homies with you) and have two or more associtates, you can fall under the guidelines of the "street gang" bill.

A "gang crime" is defined as an federal or state crime punishable by more than 1 year in prision and included "crimes of violence" drug distribution and/or manufacturing, money laundering, fraud, stolen cars and/or property.

The new bill also amends the definition of a "crime of violence" to include drug trafficking crimes that involve no violence whatsoever. It increases from 5 to 7 years the mandatory consecutive sentence for carrying or possessing a firearm in connection with a drug trafficking offense of violent felony, increases the mandatory penalty for discharging a firearm from 10 to 15 years; and makes defendants convicted of "conspiracy" to commit drug trafficking or crimes of violence eligible for the mandatory consecutive firearm penalties if a firearm is involves, even if the defendant did not possess or use the firearm. It also extends the statue of limitations for violent cimes to 15 years after the offense occured or the continuing offense was completed.

We should all be aware that mandatory minimum sentences are unfair regardless of the crime of conviciton because the prevent judges from making distinctions between defendants and sentencing them according to their culpability in the crime. They tie the judges hands so they cannot deliver sentences that are appropriate for each defendant. Instead, mandatory minimums impose one-size-fits-all sentencing, which already caused many injustices to those convicted of certain crimes in the american justice system.

Whether you live a life of crime out of choice or necessity, this shit is real. The government will continue to implement new laws that are designed to keep brothers away for a long time. With all the new laws, technology and snitches accessable to law enforcement, it's "GAME OVER".
