Jurisdiction usually is just so police do not step on each others toes. From the things I have read over the years, I do not recall seeing any case dropped by way of "out of jurisdiction". If a "citizen arrest" is on the books, then an employed government employee with a gun and cuffs will bring trouble all the same.
