..past and present ? Past I would say Spice One, that 187 Proof song was a great concept and he pulled it off good. Present I would say E-40 because of his use of slang and flow.

40 simply based on his rhymes style and voice. His subject matter doesn't go that deep. Keak is kinda original in the same way, his lyrics used to be sub-creative before the yey fucked him up.

Nickatina has the most creative lyrics and song styles.

Mac Dre and E-40. E-40 just has always blown my mind with all of his slang and real life rap. Very creative, the same can and must be said about Mac Dre. Spice 1 and B-Legit could definately be in the second tier
