Krishna is the Supreme Personality of Godhead. Lord Shiva's position is rather unique actually. You see, in general there are two categories of living entities. There is the jiva-tattva, which is what we are, and then there is the Visnu-tattva, which is God, His incarnations and expansions. Basically, Lord Shiva is above jiva but below Visnu. He is an expansion of the Supreme Lord that comes in contact with the material nature. The Supreme Lord Visnu, or Krishna does not ever become contaminated by the material modes of nature.
In the Brahma Samhita 5.45, Vishnu and Shiva are explained as being like milk and yogurt. When milk comes in contact with a yogurt culture, it becomes yogurt. So both are basically milk, but one has taken the form of yogurt.
The same verse is given in the Chaitanya Charitamrta, Madhya-lila 20.310:
"Milk changes into yogurt when mixed with a yogurt culture, but actually it is constitutionally nothing but milk. Similarly, Govinda, the Supreme Personality of Godhead, assumes the form of Lord Siva [Sambhu] for the special purpose of material transactions. I offer my obeisances at His lotus feet."
