Whenever possible (i.e. the player is available and talented enough to merit being picked at that spot), I think it's smart for teams to draft the hometown kid. Not only is it going to be great PR and put butts in the seats, I also think that the player is more likely to give 100% effort & heart.
You know those Cleveland dudes got pride, that's an absolutely awesome football town.
Fuck Bush, Houston might've made a mistake by not drafting VY on this same principal. I can definitely see Cleveland taking Smith in the 2-3rd round.
