As a woman, I believe it is my intrinsic, most deeply personal right to choose whether or not I have a baby. ( Not that I want one.) But though I believe there should be a parenting license, most women and indeed couples would find that offensive.
In China, I believe there's a limit of a one child household. I remember we discussed this in High School and a few people suddenly had a lot to say about that. Saying it was unfair to people to limit their families. However, look at the population.
People want want want. The problem with this is that it gets out of control and if you try to stabilize things people say you're squashing their rights. There has to be a level ground on which to meet. Especially with overpopulation and neglect in the mix.
Sadly, I have no answers. It's depressing to me.
There *should* be something out there about the qualities you should have as a parent, but it would not change anything. And sterilization is never an option. Parental education would be a good idea, and I've seen it done. But how many cases of neglect go unnoticed every year?
