Unfortunately this is true, as most average non-minority people think the police never do wrong and those who constantly bring it up are just "playing the race card". Or they think its just a a few isolated cases. Until its their door getting kicked in at 3 am and their dog getting shot its "just those gang types and they probably deserved it".
