If you want to talk about the 90's golden era Oakland artists made just as good music and sold considerably more records than San Francisco artists. What Oakland artists benefited from was expanding their fan base beyond the region. You had Tha Luniz, Dru Down, 3X, Heiro, Short, EA-Ski, Saafir etc either selling units on majors to an international fan base, doing films, and or collaborating with artists from other areas of the county.
Rappin 4 Tay truly stood as the lone cat from the city to go gold, get on a monster album like All Eyez On Me and truly have the potential to bring SF to the forefront. For whatever reason he didn't get his just due because he was an incredible artist. He had great visual representation, had the cut on the dangerous minds soundtrack etc... Tupac stated that the reason why he reached out to 4Tay other than him being a real cat who held him down and that he respected because Pac knew that 4Tay and 40 were exactly where he was before Strictly4MyNiggaz. They were gold artists in the Bay Area trying to reach a new plateau.
As far as comparing local legends every city in the bay area has local legends that is a mute point. You can't say that RBL's contributions are more/less significant than 415's or the conscious daughters because each of these groups/soloists brought something to the table that was invaluable. There are legends in every bay area city from Marin City to San Jose. I listen to Black Dynasty as well as Get Low Playaz they are all legends to me. Both cities have endless rosters filled with dope rappers.
I love artists from SF but they simply did and have not reached the level that Oakland artists continue to reach. In stead of trying to cause friction and divide a region that is in need of unity we need to support the following artists who have major or distribution deals to ensure that our region remains a factor in hiphop.
