Yeah, that's completely fucked up. Amazing all the money America spends on "helping" other countries, but they won't help cities like this on our own soil. Just letting them rott, instead of fixing or re-building.

Seriously, I think it just boils down to racism. I highly doubt you can find a majority white populated city, with a city in that shitty condition.
