I think the definition of "gangster movie" should be established first because a lot listed here aren't imo.
I've already posted my favs., but as far as defining a "gangster movie", it would be any movie dealing with or set in the specific time period (Prohibition) AND/OR organized crime, the mob, etc..

187 had a mexican gang in the movie, what the fuck would you call it? A teacher who gets stabbed goes to a mexican school and starts killing kids who are in a gang lol comeone fool
A "hood" movie, much like Dangerous Minds, or the Substitute. The only difference being the main characters in said movies didn't kill themselves at the end.

So because it had a Hispanic gang in it (Mexican describes food), its automatically a "gangster" movie? It doesn't have any of the elements I suggested. Not that it HAS TO, but some might tend to believe that it should. Whats "gangster" about 187? All those fuckers were doin' was terrorizing a high school. Anyone could've done that (i.e. Columbine). I'll use Training Day as another example. I consider this film largely "hood", although it did have a "gangster" element in it also (The Russian mob, gambling).

Not sayin' you have to agree with my definition. Thats just what I think the components of a "gangster" film are/should be. I'll use Casino as another example of a "gangster" movie. It obviously had a mob influence in it; with gambling, extortion, murder, etc. Now let's contrast that with 187. 187 only had murder (well one instance of murder and two suicides). That DOES NOT make it a "gangster" movie, IMO. There was no racketeering, money laundering, extortion, etc. or anything associated with "mob life" happening anywhere in 187, correct?
