I disagree with you though, because I don't believe that America has set a course of action in place to only educate certain areas of the country with stellar teaching. Certain areas are worse than others which is the fault of the state governing bodies. Such as California cutting the education budget over a billion dollars a couple of years ago when it was already bad. Kids attending either really good, or private schools will come out on top which means that only rich kids or fortunate kids on scholarships (which are likely in a higher IQ bracket anyways) get the best educations.
When I moved to oklahoma, the schools were 10 times harder than anything I'd learned in california, which was the fault of crappy funding and outdated text books, but also bilingual classes which in theory only allows you to learn about half as much.
Other countries have a better education system than we do, and they go for longer periods of time during the day, so of course they're going to learn more.
