Some prisons are allowing cell phones now. Saw some Republican types raging about that a few days ago. A picture of a dude taking pics in his cell with a bunch of commissary items was floating around.

the prisoners get clever as fuck as far as smuggling shit in. dude I worked with memorized the guard schedules and knew there was one 8 minute window per day when the weren't looking at the yard and at that time a car would drive by and launch a package over the walls full of drugs lol
