E-40 Rules and Regulations question

I'm hoping people can help me out figuring out exactly what regulation number 12 is. I always thought it was:
Regulation number 12 Keep enough to pay your lawyer and bail.
The internet alternately says Keep enough to pay your lawyer bills and keep enough to pay your lawyer mail. It's kinda hard to understand.
