Just look how its bright at the top and gets darker. It came into the photo just as the flash went off which is why its bright as fuck and exited right after, It's not a ghost or anything.

I don't know, but you can realize that the head is being skull at the top and then floats into other direction as turning into a naturally human head from being a skull.

The fact is, it could be as well when the person took the picture while (the shutter is on) turning around from tv to take the shot of her. In this case, the whole background and foreground would've been blurry. Maybe a camera glitch. Who knows.
