Hill doesn't have one either but he still puts up nice numbers and the team still wins with him at QB.

Hill only started 8 games last year buddy. It took Russell 15 games to match Hill's numbers. On top of that, he only threw less than 100 more passes than Shaun Hill did, which leads me to believe the raiders didn't want him throwing the ball much. Hill showed a lot more than Russell did.
