Here's the overly techy answer:

The Sony Red Book specifications for an audio CD only allow for 74 minutes of audio. You CAN put more than 74 minutes on a CD, but some players will not play them. We wanted Kutt's CD within the standard. Since "When the Rain Drops" was already on the Beef Soundtrack, it was chosen as one of the things we ended up not putting on the album.
