The first one I remember is De La Soul's 3 FEET HIGH & RISING from 1989...Technically, a few of those songs ("A Little Bit of Soap", "De La Orgee", "Do As De La Does", "Can U Keep A Secret?", etc.) were so short that they might as well have been snippets...

De La Soul's three feet high and rising is rated as the first album with skits and snippets, as far as I know. If you consider intros and outros I have to say Power by Ice-T which have a hilarious intro and outro.
