its a mobile number from abroad.
every country has their own code in front of mobile numbers e.g. here in the UK ur mobile number would be somethin like 07945 235 674. the 0 at the start is represented by +44 so if u wanted 2 caall a mobile in the uk from america then u would have 2 dial +447945 235 674. that +66 is a overseas mobile number but i dont know which country
