How many people call radio stations and request songs? I'm guessing noone on here. Most requests for songs are done by radio followers, and those are the people who enjoy hearing the same 15 songs every hour.
Forget about the presence of west coast artists in that chart, the real problem is that there aren't more than 2 or 3 listenable tracks on it. There is no point filling the chart with west coast artists if it's going to be material of that kind.
