learn how to use the pen tool.. and u gotta be patient.
check out www.good-tutorials.com or youtube for videos on it.
But i basically just take the pic and start doing a layer for everything, eyes, hair, nose, lips, shadows etc.
here's one i did recently, it was the 2nd one ive ever done..

A whole bunch of shit on there for basic vectors. I havent found any really good tut's but like they said^^^^ its all about the pen tool. Just grab a pic and start tracing. Once you get the hang of the pen tool and tracing a while you can put your own flare into it like those faces you posted up.
