the person thats running the server needs to upgrade to a new version of php ( whoever your getting your hosting from) or you need to find a older version of vbulletin that meets the 4.3.11 version you got

php is what vbulletin is written in.. scripting language, now in order to run that you'd need phpadmin and a mysql database. Im not sure how youd upgrade it.... never had to do it.

you cant do anything about it...only the host can upgrade, if they cant then find an older version of vb that supports that version of php

Tell your host they need to upgrade or else you gotta go. Hopefully you pay by the month. Until that happens, get an older version to get started and whenever you're ready, upgrade vbulletin.
