By hip hop heads, no, they're not. But by the general public, they get a LOT less love than Biggie or Pac. Most cats who aren't all about rap, have no clue who Big L is. And quite a few don't know who Proof is, unless you SAY he was in d12, and even then, they don't know which one he was.
