I don't see how anyone can think that's 2Pac. The other dude in the song, Wack Deuce, IS from the Outlawz. Put on by Pac back in 95. Never got featured on any songs cause he went to jail in late 95 and didn't get out till 2001. Only Outlaw to ever be from Compton. Don't believe me? Pop in the last track on Kastro and Edi's album, Blood Brothers. Wack Deuce is on the track claimin Outlaw and Edi's right there sayin "we Outlawz".
