I work for Verizon Wireless, and I can tell you it's damn near impossible for anyone off the street to track a cell phone.

There are a couple of different factors that go into it also...95% of cell phones now have some form of gps called e911 location. This basically means that if you call 911 from your cell, the gps is then activated so they can locate you within 50 feet...

Now the location and tracking is also dependent on the phones settings...all the phone have an option for "location on" or "e911" only...e911 only means that the gps will only be turned on if its called, and location on means that you can use certain programs to track devices like Chaperone (which monitors a childs device with a parent cell or the web site. Now even though, location is turned on...and the phone is set up for Chaperone, it's still damn near impossible to track the phone unless you have the website log-in info...

So in theory...You could have one cell phone, thats a parent device that never leaves home (so you wont lose it)...and set your other cells as child devices...then you can track them...
