This is also actually the way Saddams regime (ba'athists)used to torture the kurds, shias, sunnis, etc... pretty much anyone who was against him, or anyone he thought was against him. Many muslims went through this horrific torture in Iraq in the 70's,80's,90's and in this decade as well, even after the fall of saddam. So this has been going since before Al-Qaeda, by the ba'athists.
