Tips on how to cut back background noise in Cool Edit Pro?

Take the raw into edit view and collect a sample of the feedback, silent everything outside the vocals without clipping the vocals, then take the 0.5-1 second sample of noise and try a Noise Reduction. Collect the profile and apply it. It shouldn't affect the vocals if done correctly.

Other than that, it shouldn't be hard to find a way to record AWAY from your computer, if that's even the problem.

record a couple seconds of JUST the cpu humming (probably fans?) before you record your vocals, then when you need to use Noise Reduction you'll have a sample of JUST noise every time.

yea it could be the cable.. sometimes unbalanced cables create noise, fiddle with the tip or buy a new one soon, and to get rid of noise use noise reduction..is it from a mic? it could be cuz the mic isnt preamped.. dunno tho
