New World Cup penalty rules

ZURICH - PENALTY-TAKERS at the World Cup will not be able to feint as they are about to kick the ball after a change in rules was announced on Tuesday, just three weeks before the start of the sport's biggest event.

The International Football Association Board (IFAB), soccer's rule-making body, said the decision followed a growing trend in Brazil. In the move known as the Paradinha (Little Stop), players stop as they are about to take the penalty, send the goalkeeper the wrong way with a dummy and cheekily chip the ball into the empty part of the goal.

'We saw some video examples, which make it clear it's very unsporting when the player gets to the end of a run up, feints to kick completely over the ball, the goalkeeper goes in one direction, the player pulls his foot back, and kicks the ball in the other direction,' IFAB member Patrick Nelson told reporters. 'It's clearly unsporting.' One IFAB member added that some of the dummies on the video had the room in fits of laughter.

Fifa general secretary Jerome Valcke admitted it would be a race to introduce the new rule in time for the World Cup. 'It's something we have to implement in 23 games,' he said. 'We have to make sure the referees, players and coaches understand what it is about and will use videos as an example for the players to see where we are coming from.'

Players who feint as they are about to take the kick will be shown a yellow card. However, feinting during the run-up will be allowed. The new wording of Law 14 now reads: 'Feinting in the run-up to take a penalty kick to confuse opponents is permitted, however, feinting to kick the ball once the player has completed his run-up is now considered an infringement of Law 14 and an act of unsporting behaviour for which the player must be cautioned.'

The practice also came to prominence with an ugly incident during the African Nations Cup. Algeria goalkeeper Faouzi Chaouchi, enraged when Egypt's Hosni Abd Rabou feinted before stroking his spot kick into the net to during their semi-final, chased the referee, grabbed him from behind and head-butted him before being dragged away by team mates. --REUTERS

WORLD CUP 2010: SHAMED REF CARLOS SIMON TO TAKE CONTROL OF ENGLAND GAME
THE referee who will take control of England’s opening game against the USA was suspended last season amid accusations of incompetence and bribery.
Carlos Simon was stood down by the Brazilian Football Confederation for the final six weeks of their domestic campaign after a series of gaffes which led to the president of Palmeiras FC labelling him “a crook and a scoundrel”. Flamengo officials also sent a DVD to FIFA general secretary Jerome Valcke calling on Simon to be dropped for the tournament after they were incensed by a decision in a game against Cruzeiro.
Simon has officiated at the last two World Cups and retains the backing of FIFA, but his track record is likely to unnerve England and coach Fabio Capello ahead of their opening Group C showdown on Saturday in Rustenburg.
The official, who refereed England in their opening game against Sweden in Japan in the 2002 World Cup, was suspended last November after disallowing a Palmeiras goal, adjudging that the goalscorer had fouled an opponent against Fluminense. Palmeiras lost 1-0. The Brazilian football authorities responded by suspending Simon, citing a “repetition of mistakes committed during the competition”.
The referee came under a withering attack from Luiz Gonzaga Belluzzo, the president of Palmeiras, who called him “a crook, scoundrel and shameless b******”. Belluzzo added he would “slap him if he met him in the street”.
That incident came after Flamengo had already written to FIFA, with an accompanying DVD, asking to take the ultimate sanction against Simon and to drop him from the list of referees for the 2010 World Cup.
Simon sent off Flamengo’s Diego Tardelli for diving in a game in 2008 against Cruzeiro when he should have awarded a penalty. The subsequent 1-0 defeat meant Flamengo did not qualify for the Copa Libertadores.
Flamengo said in their letter to FIFA: “The video shows the unambiguously inconsistent, unfair and inequitable technical performance of Mr Simon.”

At the last World Cup in Germany, Simon sent off Sweden’s Teddy Lucic in a game against the hosts. Lucic was booked for a minor foul on Miroslav Klose and Germany’s players surrounded the official when Lucic then tugged at Klose’s shirt, urging him to show a red.
Germany’s Lukas Podolski gave Simon a ‘well done’ tap on the back moments afterwards.

I agree with you, the overall refereeing has been shit in the past big tournaments. Remember the Holland v Portugal game last world cup? Australia v Croatia? South Korea v Italy in 2002?

I think more of the same, hopefully not.

Haha yeah i remember . Was it like 12 yellow card and 3 red cards or something in the Holland vs Portugal game? Sick

While we're on the subject . Referee Martin Hansson from sweden is also going to be there . He is by far the worst referee in the swedish league . He's been in the papers overhere so many times for scandals its ridiculous . He's the same guy who sent France to the world cup and allowed Henry to play basketball to score the winner against Ireland .

Looks like Robben will miss the first two games for sure. If he can play after that is still unsure...
I just saw the clip of where he is supposed to get the injury.
But honestly I do not see such a big deal actually.
How could this be that bad? Or maybe I am misjudging?

i think they should both start over Jozy. they look way hungrier in the friendlies then jozy ever does. i like buddle and he is on fire in MLS too.

what team looks the best in friendlies to you guys?

brazil is looking nice. netherlands too. robbens injury didnt look that bad but you never know especially with him. he shoudln't have even been on when it was 6-1 in the 86th minute.... his coach probably kicked himself after the game.

I heard Pac Bell park in SF is broadcasting the USA v. England game on the big screen for free. I can't make it unfortunately but ill be watching somewhere else.

Yup, I made alot of money on Greece in the Euro when they won, had them for the first game too.

This year will be putting some bets on every day.

First game will be high scoring, South Africa infront of their home crowd will want to show what they can do and will be on the attack alot. 5+ goals total between the two sides.
