This is all GM work and luck.
A lot of people are creating revisionist history because of VGK's success and making it seem like somehow Vegas cheated getting this team, but this team was considered garbage when it was put together and even after the roster was finalized this team was a 500-1 long shot to win the cup. Every pundit on TV and everybody on message boards, twitter, and reddit cracked jokes about how bad this roster was before the season started.
Our young stars like William Karlsson, Alex Tuch, Jonathan Marchessault, Erik Haula etc. were considered busts who weren't progressing.
James Neal was considered too old and not worth a contract.
The Pens actually gave Vegas an extra pick to unload Fleury's contract and literally begged Vegas to take Fleury off their hands.
These are all dudes teams thought were garbage and not worth a paycheck so they wanted them unloaded. There's a reason VGK was nicknamed The Golden Misfits at the beginning of the season.
