I would say....
The Jacka - The Jack Artist (doesn't quite showcase the official Bay Area MOBB sound, but still the hottest thing since 2pac)
2pac - All Eyez On Me (becuz of all the bay area features showcased on the album)
Mac Dre - Rapper Gone Bad
E-40 - The Element of Surprise

no offense but this is kinda a dumb question.Only cause its nearly impossible to say what the best bay album would be cause im sure people can think of a bunch.The same with every city.Theres always gonna be more then one best album.

Everybody's got their own opinion but to me Pac will always be Bay.
