All yall is right, well Too $hort does have his Blow the Whistle video debuting, which will be a hit definately. But he wont really necessary be the one to "blow" since hes been in the game for moons now. But if this bay hphy shit keeps strong, I believe the Federation will be the next ones to quote on quote "blow up". Their style/charisma/voice fits the hyphy persona perfectly, since they are basically the originators of hyphy music.
As others have said, I dont think Keak will necesarrily be the next one to blow because of his unorthadox flows and style. Keak is someone you really have to take a while to get used to before you will like. That's why I think the bay is pushing him to the forefront next to E-40 with Tell Me When to Go and 3 Freaks, Suepr Hyphy,etc so people can get used to Keak's unique style sooner. But if Federation gets mainstream attention soon with "Only Wear My White-T Once" (which I think they will, song could ultimately be the definition of hyphy sound) this will really set the forefront and backbone of the hyphy movement. If this happens, other rappers such as Keak, Mess, Mistah FAB will be able to come out on the mainstream scene and be accepted by the general hiphop public.
Only after THOSE artists have blown up, or this HYPHY shit has died (whichever comes first) will Quinn, Bailey, other non-hyphy rappers will be able to come up. With the Exception of the TEAM, i think they have the highest possibility to blow out of the non-hyphy rappers in the bay, they are very talented.
