I think Frisco has changed a lot. I never lived there but for a few of my classes in HS we went over statistics and pictures of neighborhoods and other shit especially in Sociology. One advantage the Sco has over Oakland is that the neighborhoods are a lot smaller...that is to say the ghettos may be just as bad but they arent as large as say East Oakland where its just miles and miles of criminal activity. I remember hearing some crazy stories about the Moe back in the day when the OC and other imfamous projects were around, the same thing about Geneva towers and how dealers would knock down walls in apartment housing to create escape routes from police, and how people running from the police would throw dead bodies at police comming up the stairs to slow them down and evade escape. Dont get me wrong, the Sco is still a filthy spot, and I think in the last 2 years or so it has been getting worse again, lots of criminals and drugees and whatnot, but I think if you compared it to the Sco in the 80s and early 90s you would find a lot more crime, lower property values, more ghetto projects, less police, etc. I remember hearing in 2001 or something that the murder rate in Frisco was down 40% compared to what it was in 1994, ponder on that...There seemed to be a war on the projects in the Sco and the war seemed to work and clean them up, if you look at the new Section 8 and public housing in the Moe like on Turk and Laguna, that shit looks clean! It looks nicer then the fucking apts. I stay in! No graffitti, new paint, lighted walkways...definitely a change from the buildings there before. Same thing with some of the shit they had in the mission...the new projects are smaller, they dont have these huge courtyards where dealers can do business and a lot of them have substations. Plus with the boom u had in the 90's, a lot of the ghetto areas have middle and upper class people moving into them. The Sco was basically revitalized...new businesses, new Union square, new ballpark, cleaned up China Basin, better projects etc...OAK in my opinion hasnt made as much progress, but there are a lot more factors involved out there.
