Portland cop allegedly harassed teens, policewomen

PORTLAND, Ore. – Investigators believe a Portland policeman made sexually explicit phone calls on his bureau cell phone to female officers, a teen involved in a rape case, a woman in a domestic violence case and to a 14-year-old girl.

Officer Joseph Edward Wild, 28, pleaded not guilty to charges of telephone harassment and official misconduct in a Monday court appearance. He remains in the Multnomah County jail on $132,500 bail.
A probable cause affidavit released Monday outlined the following details of an investigation by Portland police and the Oregon State Police.
Wild is accused of calling three policewomen who were attending a police training academy. The calls were sexually explicit and made from Wild’s cell phone. In a recorded interview with investigators, Wild admitted making the phone calls, ignoring requests by the women to stop and making as many as 10 calls. He was on patrol duty at the time. Wild said no one else had access to his cell phone, according to the affidavit.
In a second instance, a 16-year-old involved in a rape case told investigators she had received numerous phone calls from a man who said he had sex with her on a specific day last March. The teen told investigators that she was drunk on that date, had passed out and had no recollection of having sex. A check of Wild’s cell phone record showed the calls came from Wild’s bureau phone. Also, on the date in question, Wild responded to a radio call and took the teen to a facility for missing juveniles.
Investigators also learned that Wild made eight calls in a 30-minute time span in early March to a woman who a day earlier had reported being the victim of domestic violence. Information about the call was written into Wild’s field notebook. The woman said the caller threatened to come to her house and rape her. She hung up. The phone rang again and the caller said he was in her home, downstairs, and was going to rape her. She was alone at the time with her daughter and told investigators she was extremely frightened.
Wild also is thought to have made over 50 phone calls between February and April to a 14-year-old girl. The calls involved threats of violent sex. She pleaded with the caller over several phone calls to stop. Calls also were made with Wild’s bureau phone in early March to a woman who said the calls were unwanted and sexual in nature.
No other officers were aware of the conduct, police said. Wild remains in the Multnomah County jail on $132,500 bail. His next court appearance is this Thursday, possibly to face additional charges. He is represented by a court-appointed attorney.
“Everyone I talked to at North Precinct remembers the man in the police car next to him going on calls for service and find it difficult that these allegations can be true, “ Scott Westerman, spokesman with the Portland Police Association said.
Protesters came to Wild's arraignment on Monday afternoon, gathering to "stand up" for the women who may have been victimized. “I wouldn’t want to be in her (the victim’s) position. Whoever he was bothering and bugging, it’s not OK,“ said Marie Suttle.
