logo: looks really good except the stripes going through DC
the bottom with text: looks awefull and way too high, should be just so high that the text fits in, or screw the whole idea of it
background: is the only thing I like about the graphic
white borders on the left and right: are too thick
pic: not much done to it, but still looks aight

1st and foremost, CD covers have to be square. That pic is regtangular. CD covers are 4.75 x 4.75., with the .25 bleed it would be a even 5 x 5 in, 300 dpi. I like the first one u posed better. Go with the suggestions T-Craq made and you'll be aight.

Try to blend the subject into his surroundings. It's blatantly obvious that you pasted him over the background image.

everythings tight... the only thing the logo well the border around the logo, looks real close to Trick Daddys new album...
