Have anyone seen his album that was supposed to come out back in -95 but never came out? It was reviewed in The Source, but i've never seen any promo copies of the full length album, only CD/ vinyl singles.

No, it didn't. The closest you can get is the Steady Dippen' CD single, which is what I have.
