I'd take money out of weapons R&D and put it into education programs and to paying of the national debt. The days of being able to dominate the world on military might alone is over for America, it's time to switch to using diplomacy and intelligence instead. More brains and less firepower, simple as that.
I'd go to war with Canada, pushing their border back 100 miles and turning those bordering provinces into new states. Then I'd merge many of the crappy states together. Rounding the country back into 50 states. Then I'd give part of Texas to Mexico in exchange for Tijuana. Then I'd make Donkey Shows a legitimate business.
Quickly off the top . . .
Cut military spending. Increase educational spending. Make public universities free. Pay back borrowed money from social security trust fund. Start paying down the national debt. Discontinue, at least temporarily, all public funding for NASA. Develop comprehensive free national health care system. Expanded civics education in public schools.
Make drastic changes in foreign policy. Pull out of NATO. Dismantle NAFTA. Put an end to the FTAA. Immediate talks with UN security council, Syria, Jordan, Iran, turkey, Kuwait, and Saudi Arabia on the Iraq problem, if they aren’t willing to help solve the mess, then we’ll leave the mess to them, complete withdraw within 6 months. Make all continued support of Israel conditional on their withdraw to pre-’67 war borders. End Cuban embargo. Expand investment in Africa. Sell off all military bases in Europe and move the troops out. War on drugs is no longer a military issue it’s a medical issue, all funding will be diverted from military spending to health and prevention. Set up a vote in all administered territories (puerto rico, ect) for admission as states of the union.
Compulsory agricultural/environmental/industrial summer work programs for all children 12-18 (exemption for those that choose short term national defense positions). Followed by 2 years compulsory military service, to be extended as needed in the event of national crisis. Reduce drinking age to 18. Increase driving age to 18.

A. Would reduce dependence on foreign sources of food and industrial produced goods
B. Would reduce the amount of monetary subsidies given to corporations
C. It's continuing education, giving them valuable job skills
D. It would improve the environment
E. Would teach the importance of each person's place in the economy. A rich person should understand what it's like to work in a factory if they're going to run one some day. A house wife should understand the fundamentals of growing the produce she's feeding her family. Senator should understand military life before he sends kids off to fight.
F. People wanna bitch about immigrant labor, this would replace it, especially in the agricultural sectors, for at least part of the year, but also during important harvest seasons
G. They would be allowed to choose how they want to spend their time. Want to work on a farm? Want to plant trees in an over logged area of the country? Want to build a dam? Want to learn how a car is made? Want a head start on military service or just like to shoot guns? Plenty of choice and plenty of advantages to the country and to the youth.
H. If you can vote or die for your government you should be allowed to drink. No reason they should be able to drive before then, special license for tractors etc for youth to gain early driving privileges for economical useage.

Maintain Military spending, cut back welfare foodstamps ect and focus that towards educational spending. Legalize, control, and tax prositution and narcotics, pump that money into schools and civil services. Bring back public executions and humiliation. Cut aid to countrys who give us nothing in return. Cut aid to contries who we can do with out that did not support us in invading iraq. Use the aid from them and place it into rebuilding iraq in exchange for dirt cheap oil. Pump suspected insurgents through trial faster as to free the innocent and kill the guilty faster to save money. Make there be a 2 year requirement for all males aged 18 to either serve in the military, or a civil engenering service (state side, improving our roads and ect). Castrate all convicted child molesters and rapiests. Work towards getting national health care system set up in the near future. Get countries together and sit down with Iran, Syria, and N. Korea to cease and disist trying t accuire nuclear weapons, or else face sanctions they cant fathem until we can invade and over throw minimizing us deaths. Also pump more money into finding alternate fuels.
