Never heard of a cop giving out fix-it tickets for not having insurance.
Fix it tickets are like when a cop pulls you over for a tail light being out. He'll give you a fix it ticket so you can get the car fixed and the ticket gets written off. It won't go on your driving record though.
I think they give you fix it tickets for not having tags too but I could be wrong.
