How do you get that soft, bright, kind of blurry effect on pictures?

Theres a shitload of tutorials pertaining to this. You can do it the easy way by duplicating the image onto a new layer, then appylying a gaussian blur to it to make it look fuzzy. You can mess with the blend modes to make it lighter or darker as well. As far as the painted look. You won't get much if any information, artists seem to not give up tricks of the trade when it comes to business making style.
