First you will need the blue keycard. Then take a left, kill the spectre, and push the wall to obtain the BFG. With the BFG you should be able to fight your way to the help forum.

Good luck in getting the blue keycard though. Its hidden in the old mansion at the other end of the city. The hordes of zombies are almost impossible to get through without grenades. And the only place to get grenades in the whole level is at the old post office..
