how do i make a photo look painted?

what is the term called when you want to make a regular photograph look like it was painted? does anybody have a link to some tutorials online?

go into photoshop, open your photo, then click filter, artistic and then poster edges..there u can mess with how your pic looks..

Those are real, they were painted that way, in layers, there are tutorials online how to do it I'll try to find them.
