Help with a movie (late 80s early 90s, Dinosaurs)

Went to a dinosaur show with the kids the other day and got me thinking of this one movie I watched when I was a kid:


A teenager is killed or dies and some mad scientist takes out his brain and places in into a T-Rex...the rest is pretty hazy but there is a a girl (same age as the teenager) in it aswell.

I've tried looking online but don't really have much to go on. Was made it late 80s or early-mid 90s (I watched it in the mid 90s)
