Hella out of towners come to chico for halloween, start tons of fights, get the cops all riled up, and ruin it for the people who actually live here.
theres no big parties that weekend cause of this. Pisses me off. SB is the same way, you have to know ppl who live in a house and are having a small party in order to have a good time.... otherwise you're just wandering the streets
