yeah, shit will be ill if they do it right.
you should be able to make gangs, they should have initiations liek shooting rival members or robbing liquor stores
you should have to protect your spot or it gets taken
maybe like you gotta run up in the house of another gang they post near and get the work and bring it back and it makes that gangs morale lower
having alot of dead bangers on your gang brings morale down too, if you from a weak gang maybe like you cant grow stronger or et certain shit because you aint down yet
you should be able to walk around the area and try to recruit
you should be able to cut your own crack or step on your own drugs on the table in your safe house and set your own price on some lemonade stand shit
grafitti should be more of a part of the game...having grafitti of your set all over might gain morale or make people wanna join your gang
there should be heavy police intervention with big issues so if like 30 members of a gang are causing ruckus fuckin' tanks and helicopters come through
when pimping, if you reach a higher level of pimping your hoes should set up other players trying to get health back, so you rob them or shoot them
thre should be drug use...and drug use should reflect in the game so fi you smoke a sherm stick you kinda slow or if you drink, you get blurry in the game or you stumble
the cars should have more variety and customization..you should be able to buy a lift kit and 24 inch rims for your car and it should help in your pimping and making money but make people wanna carjack you for the money
there should be funerals, and funerals should be able to be busted on by other gangs
going out of town with higher prices of drugs and coming back should be a job, you should also be able to get popped by cops for driving too fast or driving drunk or whatever
there should be jail, penitentary and court and you should have to play in jail and defend yourself on the yard or in the cell. not just something that happens in the game. maybe even theres be ways to make money in jail too
there should be "rich areas" in the game where theres only mansions with security codes you gotta figure out. maybe there wil be people in the house maybe not..maybe dogs maybe not
you should be able to go to yearly things liek the all star game, or shows...and have a greater chance to pimp or make money..and thats where you see the nice cars that you can jack that no one else has
maybe rappers should be ni the game..and you hook them up with rugs or guns or whatever...
basically i shoulda got hired to be a think tank for this

Gas idea is great.
they should mix other games in with gta4 and make it the ultimate gaming franchise
even if they price it at $5000 as long as they mix in other games with it.
Metal gear :
a UPS truck driving down your block and dropping boxes with people hidden in it popping up and shooting you with silenced socom rifles.
Counterstrike/Cod4/Madden :
Planting a bomb at your rival gangs base and having local gang members call the police or
the SaS where you are able to play too, COD4 first person style.
Planting the bomb should be done madden style
Running down city streets with bomb in hand.
breaking through gang members
Assassins Creed :
Having people disguised as bums/crackheads/whores/ infiltrating your gang base and assassinating your gang leader.
Skate :
You should be able to skate around the environment and perform tricks like ollie kickflip etc. and yes you can also have your skateboard jacked
Red Alert :
You should be able to defend your base and have the ability to build tesla coils around and also guard towers
You should be able to destroy your rival gangs source of food and water, like shutting down pizza places, fastfood, restaurants near ur gang base.
Where they will get hungry and thirsty and look for food n water, man vs wild style..
which would result in them dropping down in sewers drinking sewer water bcoz they're so thirsty..
this is where ninja turtles can ambush them and you get to fight them off with your chainsaw or your katana or your pistol. Ninja gaiden/ Devil may cry third person style.,
injecting their food with T-virus is a good idea too and having them turn into zombies
Ace Combat :
You can also play airplanes/helicopters ace combat style.. you can do dogfights, or you can also parachute gang members down to rival gang base.. OR..
Spiderman :
You can play as spiderman and shoot cobwebs at enemy helicopters and airplanes n shit.
The pimping hoes idea is pretty good, but you should be able to spend money on your hoes like give them breast implants,nose implants etc, where your able to adjust there size via fight night creater mode style, with tha analog stick
the better they look the better they sell
Car Radio :
The car radio should be tweaked and also if you made enough money you should be able to add a dvd player to your car where you can watch movies while your friend drives n shit.. puliing drive-bys while watching menace 2 society would be tight.
