Because you were wondering why anyone thought the raiders would beat the Browns. It's because the Brown's were the underdog going into the game. That's why.
Well I don't know what outlets you were looking into, because everybody else had the raiders favored by 3.
This is the dumbest logic I've ever heard. Teams change every year. But by your logic.. If the raiders were on their way to an undefeated SuperBowl season and were clearly the best team in the league, the big bad Browns would still beat them because they "beat them everytime we play."

But the last few years they have sucked...and we have beaten them. And they didn't make any major improvements in the offseason.
We played them last year and beat them. We are a better team this year and therefore a win again was likely.
