I wouldnt say its overated but to an extent your right, everyone with photoshop or even crap like print master or publisher is a self proclaimed designer nowadays. But like others have stated there is people that are the "best at any industry known to the mass" and then there are those who try and just dont succeed. And there are people that do this work to feed mouths while others do it because they have no cash for someone else to pay some one for the work.
