Custom tracks for your PSP GTA liberty cities

ok...i too would love to get some koo tracks on my psp but this link is blocked on the only computer that has internet access...is it necessary or can you just tell me how to do it?

The Custom Tracks feature in Grand Theft Auto: Liberty City Stories is now available. All you need to do is download this program and rip the CD's you want to play in game. Make sure to read the PDF for instructions.
