Yes there is, not sure if this is done in the US but out here a lot of people use it and it works very well.
Just get clear see through plastic Coke drink bottles and fill them up with water and place them around your front yard in various places. This will drive them away because cats don't like water, obviously. Just put them laying down.

Listen homie they have things that you can buy at pet stores that keep cats away from your things. Its not the cats faults. Its the owners. Rememeber, people are the problem not the animals. If all else fails call the human society they will help you out. Either by taking the cats somewhere that someone will treat them good, or putting them up for adoption. Remember you have no authority to take life.

speaking of shooting cats. a cop tried to arrest me when I was 17 cause my neighbor tried to say I killed her cat, lol. my dad was about to flash on the cop because he had no proof and he was acting like I was a murderer or something, lol.
