According to that article he did. I don't remember him publicly stating it, then again I don't really pay attention to what lawyers of fighters say.
Pacquiao lawyer tells Arum: Free Manny for Mayweather fight | Asian Correspondent

And

https://ph.sports.yahoo.com/news/pa...step-aside-for-maywether-fight-064703941.html

So he did publicly state it. So the question now is did a "representative" do anything on his behalf?

Pac should have never inked the deal with TR. He stays gettin pimped and smiles when it happens. I'm beginning to think he likes it.

No 2014 review thread?

Is Santa Cruz ducking Rigo?
Hell yeah he is. Dude said he'll fight Rigo....then fought his own sparring partner instead. He wants nothing to do with Rigo. Santa Cruz is a poor man's margarito, slow plodder with no real power behind all his arm punching. Rigo makes easy work of him and everyone knows it.

I got to watch his fight ASAP. Looks like Rigo got dropped and then proceeded to beat the shit out of the japenese fighter in a pretty good scrap. Busted his jaw and orbital bone:

A 5'11'' bantamweight is still pretty crazy. That's why I'm reading Rigo was forced to be a more offensive fighter because of the height and reach disadvantage.

He is a poor mans Margarito. I felt that way when I saw him on an undercard, I think it was Floyd Maidana 2.

So he said he would fight and then fought his own sparring partner? wtf?

ETA: I am reading that they had a very good fight and that the Japanese fighter's jab, height and reach posed problems. I didn't know he got dropped, though.

yeah and now he's scheduled to fight another bum ranked like #35 or some crap. "Talk to my adviser Al Haymon" though...

watching the rigondeaux fight now, crazy how small rigo looks...like he's 2 or 3 weight classes below...

Ok, so when did he sign with Haymon? And the organizations are open to letting him fight someone ranked in the 30's? aside from Rigo, who has he expressed interest in fighting?
he's been with haymon for a couple years now. I'm not sure who else he's expressed interest in, I don't follow him much.

Finished watching the whole fight. It wasn't as competitive as people are saying, pretty one sided fight other than Rigondeaux getting dropped. The height and reach was definitely an obstacle for Rigo to deal with though, but in the end destroyed dudes face. I'm hearing he's already getting more offers in Japan. Looks like he found himself a market that is paying him very well.

Yeah not close at all. Rigondeaux fought just as he always fights, Amagasa just chased him down more than most opponents causing him to be more aggressive. Guys just normally stay away from him and he's usually fine with that cause he wins that way anyway. He's just not gonna do the chasing.

There's a lot of fighters in Japan at 122 for Rigo to fight and at $500,000+ a fight it's not bad money if that's what he's getting. These end of year cards in Japan are similar to May/September Mexican holiday cards here in the states. They do ridiculous ratings and bring in a bunch of money.

Wouldn't be surprised if someone like Shingo Wake is next up. Not coming off a loss and has the OPBF belt in the weight class. Or a guy like Hasegawa even though he's on the faded side and is coming off a loss.

So Rigondeaux, despite just fighting on December 31st, said he's ready to unify with Leo Santa Cruz on January 17!!! Leo however finally put a name to his TBA opponent (Jesus "Estrella" Ruiz) and declined...

"I feel great about my upcoming fight with Ruiz.* He is a strong fighter, undefeated in the past two years and the kind of opponent I want to fight. I want to put on a great show on Jan. 17. And show boxing fans that I am a strong fighter ready to go to the next level and take on the top, tough fighters in the division: Guillermo Rigondeaux,* Scott Quigg, Carl Frampton and Abner Mares.
