This is true for a good amount of the music and programs today, and props for spreading good info, its not "always" true though.
A lot of the top ripping groups, such as RNS, WCR, uhh WAVE... they all release their shit straight through irc. Efnet usually, with a few of 'em hanging around Dalnet. But Dalnet sucks big time...

And there wont be a way they (the feds) can attack irc. There are too many channels, hidden channels, private channels, and key-operated channels that they wont be able to do anything against. Plus the IRC Servers themselves can disallow Feds from even enterting their shit.
