The 15-year-old victim of a gang-related Yuba City drive-by shooting died early Tuesday at a Sacramento hospital.

Franciso Prior's death was the second fatal vehicle-to-vehicle drive-by shooting in Yuba City involving gang members in less than a month.

Prior was shot in the head about 11:50 a.m. Monday at Bridge Street and West Onstott Frontage Road, one of the city's busiest intersections, while riding in a van.

Prior was a city resident and attended Yuba City High School.

Officers arrested two adults and a juvenile, also 15 years old, shortly before 5 a.m. Tuesday at a Yuba City residence on suspicion of murder and criminal street gang participation, according to Yuba City Police Chief Richard Doscher.

The adult suspects are Armando Guadalupe Rojo, 18, of Yuba City, and Jorge Luis Lopez, 19, of Olivehurst. The juvenile suspect's name was not listed because of his age.

The adults were booked into Sutter County. Bail was set at $1 million each.

They are scheduled to be arraigned today in Sutter County Superior Court. District Attorney Carl Adams said Tuesday no decision had been made on whether the 15-year-old will be tried as an adult.

Police Department spokeswoman Shawna Pavey said the location of the residence was not being disclosed to prevent retaliation against the suspects.

Witnesses said six to 10 shots were fired from a burgundy sedan at a white minivan. Prior was a passenger in the right front seat of the van. Two other people were in the van but were not hit, said Pavey.

No shots were fired from the van, she said.

Witnesses made numerous 911 calls and followed both vehicles, aiding in the arrest of the suspects, said Pavey.

The car turned south on Highway 99. The van driver drove Prior to Yuba City's Fremont Medical Center, which does not have emergency room care. An ambulance was called and took Prior to Rideout Memorial Hospital in Marysville. He was then taken by helicopter to the University of California, Davis Medical Center in Sacramento.

Pavey said the shooting was "definitely" gang-related but did not say whether Prior was a validated gang member. She declined to name the suspects' gang.

Detectives do not believe Monday's shooting is connected to the Aug. 3 fatal shooting of 18-year-old Angel Madrigal a short distance away at Bridge Street and Gray Avenue. Madrigal, who was also shot in the head while riding in a vehicle, was a Sureños member.

Police also do not see a connection with the shooting incident a day earlier when shots were fired into a house in the 1400 block of Franklin Road, said Pavey.

Belive me bro surenos are not deep in many citys up north besides Frisco and San Jo that I know of. And to keep it 100 when you mob threw Frisco and San Jo you dont see many surenos either, your gonna see 30 or 40 nortenos before your gonna see 1 or 2 surenos, so I wouldnt go as far to say their deep up north but thier presence is noticable in certain cities.
